What is KICPAA? KICPAA stands for the Kampuchea Institute of Certified Public Accountants and Auditors. It was established on 19th March 2003 by the Sub-Decree of the Royal Government of Cambodia. It is a national professional body which is placed under the supervision of the Ministry of Economy and Finance pursuant to the Article 14 of the Law on Corporate Accounts, their Audits and the Accounting Profession promulgated by the Royal Kram NS/RKM/070/011 dated 08th July 2002. What is the main purpose of establishing this Professional Body? KICPAA was formed with a view to: provide a national professional body to represent its members, to promote and defend the statute and interests of the profession; participate as a working member of the National Accounting Council; prepare the regulations and duties of the profession and ensure their application; and organise accounting professional training for Khmer citizens who wish to enter the profession of certified public account or auditor. Website: www.kicpaa.org.kh Does KICPAA provide academic qualifications leading t o Bachelor's, Master's and Doctoral Degrees? No. KICPAA is not an academic institution. Therefore, we are not providing academic qualifications which lead to Bachelor's, Master's and Doctoral Degrees. We are, in fact, the national professional body which promotes and protects the accountancy profession in Cambodia in support of the Cambodian socio-economic enhancement. KICPAA, however, is in the process of developing National CPA programme for Khmer citizens who wish to enter the profession of certified public accountant or auditor. Who can be members of KICPAA? If you are a person having accounting or finance knowledge deemed sufficient by the Registration Committee to follow a professional training period or carry out studies leading to the profession of certified publicant and/or auditor, you can register as a Trainee Member of KICPAA. If you are a person having a university qualification in accounting, finance, or business of a standard recognised by and acceptable to the Registration Committee of certified public accountants and auditors, you can register as an Affiliate Member of KICPAA. However, you CANNOT act as certified public accountant or auditor independently. If you are a person or affiliate member meeting the requirements to be registered on the lists provided for in Article 9 of the Anukret referred to in Section 2 of the By-Laws, on basis of the level of competency, diploma and aptitude in practicing the profession you can register as an Active Member of KICPAA.
